No. And my reasoning...
His only wins in the last 10 years are against C+ to B fighters. And I can't count his win over Ruiz because its now rules a NC because of Toney testing positive for steroids. And Rahman isn't that big of a win either. Hasim is living off of his one punch KO of Lennix Lewis. Since that win, he got CRUSHED by Lewis, lost to a 400 year old Holyfield, and lost to Ruiz.

IMO the guys on my list have beaten MUCH better fighters thus far. BUT, Toney has the skill to be on the list, he just has to finally step up and fight the Byrds, Klitchko's, Valuevs.
