Penn State, Purdue, Iowa, Minnesota and most years Michigan State are better than S. Florida (what have they ever done?) and Cincy. Sure Pitt has had a few good years.
But of course you pick N.wester, Indiana and Illinois, they are the worst 3 in the conference.
