It is bonuses for the future paid out as his signing bonus when he signed his 130 mil $ deal. He hasn't earned all of that money and won't be able to with the suspension and probable jail time. This will clear up cap for the Falcons to continue to work their team now and in the future with him gone.
He shouldn't keep money he hasn't yet earned which is why the ruling was made.
