Technically the pilot in command makes the call. He is the one responsible for the well being of the plane and its contents. He should have been better informed about the wind conditions on the ground.

If it were a steady wind, he would have gotten down ok, but that last gust nearly blew the plane over. It had to have been 100 mph gust methinks.
