The league sets a certain amount that each team can spend, if you go over it, then you pay back into the league. The money is then distributed to the teams on the lower end of the pay scale. The Yanks were the only team to pay the luxury tax this season - 30 million dollars. I'm not completely sure, and if any of this is wrong, please let me know.

I think you're right. I don't know what the limit is, but I'm sure the Yanks were the only team to go over.
