You can bid the project out on the internet. There are plenty of hungry programmers that will write the software for you. I think the major cost would be getting a data feed for stats.

rantsports and fantasyrant.com are available, but why not just make it fantasy.sportsrant.com?

Might have to do with server load not being able to handle having a fantasy site on the same domain, maybe.
